We hereby issue to you the revised Procedures of Shanghai Municipality on Evaluation and Awards for Sharing Services of Large Scientific Instruments and Facilities, and request you to implement them conscientiously.

Services of Large Scientific Instruments and Facilities

Article 1 (Purposes)

With a view to promoting the sharing of large scientific instruments and facilities, improving their utilization, enhancing the scientific innovation capacity, and stimulating the enthusiasm of the units and relevant personnel managing large scientific instruments and facilities in this Municipality for providing sharing services, these Procedures are formulated in accordance with the Provisions of Shanghai Municipality on Promoting the Sharing of Large Scientific Instruments and Facilities.

Article 2 (Application Scope)

These Procedures shall apply to the evaluation and awards for large scientific instruments and facilities sharing services provided by higher-learning institutions, scientific research institutes, and other incorporated or unincorporated organizations (hereinafter referred to as “management units”) within the administrative area of this Municipality.

Article 3 (Definition)

The large scientific instruments and facilities mentioned in these Procedures refer to the major research infrastructure for scientific research and technological development, as well as the single set of scientific instruments and equipment with an original value of 300,000 yuan and above.

The sharing mentioned in these Procedures refers to the act of a management unit within the administrative area of this Municipality of opening its large scientific instruments and facilities to the public and allowing other incorporated or unincorporated organizations or natural persons (hereinafter referred to as “customers”) for them to conduct scientific research and technological development.

Article 4 (Award Fund)

This Municipality sets up award funds for sharing services of large scientific instruments and facilities, with the required outlay included in the budget of the science and technology department of this Municipality.

Article 5 (Principle of Evaluation and Awards)

The evaluation and awards of sharing services of large scientific instruments and facilities in this Municipality shall follow the principle of “openness, fairness, and justness”, and be carried out once a year.

Article 6 (Subjects of the Evaluation and Awards)

Where the management units with their large scientific instruments and facilities purchased or constructed with the financial funds of this Municipality join the Shanghai R&D Public Service Platform and provide sharing services, such units shall accept the evaluation of their sharing services of the large scientific instruments and facilities. Management units with large scientific instruments and facilities purchased or constructed with other funds including national finance and social finance shall be encouraged to accept the evaluation.

The management units rated as up to standard or above in the current year’s evaluation of their sharing services of large scientific instruments and facilities may apply for awards for their sharing services.

Article 7 (Evaluation Contents)

The evaluation of a management unit’s services of sharing large scientific instruments and facilities shall include: the performance of its sharing services of large scientific instruments and facilities, sharing service management, service team and capability,  and information publication, among others.

Article 8 (Procedures of the Evaluation and Awards)

The Municipal Science and Technology Commission shall, jointly with relevant competent departments, organize the implementation of the annual evaluation and awards of the sharing services of large scientific instruments and facilities, with the evaluation period being from July 1 of the previous year to June 30 of the current year.

1. The Municipal Science and Technology Commission shall, jointly with relevant competent departments, determine the units subject to evaluation in accordance with the situation of the large scientific instruments and facilities purchased or constructed with this Municipality’s financial funds and the management units of large scientific instruments and facilities that join the Shanghai R&D Public Service Platform.

2. The management units subject to the evaluation shall, through the service system for sharing large scientific instruments and facilities on the Shanghai R&D Public Service Platform, complete the evaluation and award documents as required.

3. The Municipal Science and Technology Commission shall organize experts or entrust intermediate agencies to conduct the evaluation. The evaluation results shall be divided into excellent, up to standard, and not up to standard. Of all management units receiving the evaluation, no more than 10% may be rated excellent. During the evaluation, no less than 10% of the management units shall accept on-the-spot checks and customer satisfaction surveys. The on-the-spot checks include the verification of the original records of the sharing services as well as the operation and management of the large scientific instruments and facilities.

4. The awards shall be made public through the website of Shanghai R&D Public Service Platform.

5. The bonuses for the awarded units and individuals will be provided in the following year.

Article 9 (Award Classification and Conditions)

The awards for sharing services of large scientific instruments and facilities are composed of the awards for sharing-service management units and the awards for advanced individuals.

1. The awards for sharing-service management units shall be granted to the management units that are evaluated as up-to-standard or above in the evaluation of large instruments and facilities sharing services for the current year. Award funds shall be granted to the management units that have won the sharing service awards. When these units apply for the purchase or construction of other large instruments and facilities with the financial funds of this Municipality, the relevant administrative departments shall grant priority approval to their application under the same conditions.

2. The advanced individual awards shall be granted to the operators who have put up an outstanding performance in terms of sharing service workload, service quality, service attitude, and function development, and to the administrators who have achieved distinct results in the establishment of the sharing service system and the talent team, and in operation and service management. The quota for advanced individuals shall, in principle, not exceed 2% of all the operators and administrators of the sharing of large scientific instruments and facilities.

Article 10 (Determination of Award Money)

The outlay on the sharing service award for a management unit shall be determined by the sharing service workload of large scientific instruments and facilities about which the management unit has published its basic information and filed its service records through the Shanghai R&D Public Service Platform, as well as by the evaluation rating of that management unit’s performance. The annual award money for each single (set of) large scientific instrument and facility shall not exceed 50,000 yuan.

The award money for the large scientific instruments and facilities that were purchased or constructed with funds wholly contributed by non-pubic finance may be increased by 10% under equal conditions.

Article 11 (The Advanced Individual Award)

An award fund of 2,000 yuan and a certificate of honor shall be granted to the advanced individual. The advanced individual may have the priority to participate in the training and exchange activities organized by relevant competent departments in charge of science and technology, education, and personnel of Shanghai Municipality.

Article 12 (The Excellent Unit Award)

An award fund and a certificate of honor for the annual advanced group shall be granted to the management unit rated excellent. A management unit rated as an advanced group for three consecutive years shall be honored with the model unit of the year, and be exempt from the on-the-spot check next year.

Article 13 (Evaluation Feedback)

The Municipal Science and Technology Commission shall, jointly with the Municipal Finance Bureau, report the relevant information of the evaluation and awards for the sharing services of large scientific instruments and facilities to relevant competent departments and management units. The information bank for the sharing of large scientific instruments and facilities in this Municipality shall be perfected to provide the basis for the appraisal of the newly purchased (constructed) large scientific instruments and facilities, and for the construction of scientific research bases in this Municipality.

Article 14 (Use of the Award Fund)

The award fund for the sharing services of the management units may be used for relevant fees and expenditures on the operation and maintenance of the common-sharing large scientific instruments and facilities, their function development, upgrading, service promotion, information management and maintenance, as well as on the capability training and awards for operating (management) personnel.

Article 15 (Fund Management and Supervision)

The management unit shall exercise the power of management and supervision over the expense of the award fund, which shall be featured by complete procedure, a clear account, authentic content, and accurate accounting to ensure rational use of the fund. Where any management unit has any act of resorting to deception or withholding, diverting or impropriating the award fund, the Municipal Science and Technology Commission and the Municipal Finance Bureau shall retrieve the fund according to law; if the case is serious, the offender shall be prosecuted for legal liability according to law.

Any unit that resorts to deception in its application materials shall be disqualified from the award for this year and the next three years.

Article 16 (District Supporting Policies)

The district people’s governments may provide corresponding incentives to the services of sharing large scientific instruments and facilities within their administrative areas with reference to these Procedures.

Article 17 (Effective Date)

These Procedures shall be effective as of January 1, 2023, and remain in effect till December 31, 2027.
